If a blogger's theme is not compatible, it will display a warning message on the Appearance > Menus page letting them know that their theme is not compatible. But like I said, since I have already been test running Wordpress version 3.0, Empowered Blogs will be compatible and offer full support for this new feature. Rock on! Unfortunately I think this is going to be a confusing feature for some people, when it first launches, because like many things, not all themes support it.
